On 28 June 2019, the European Union and Mercosur reached a political agreement to establish an interregional trade agreement as 'part of a wider Association Agreement between the two regions'. The European Commission and Mercosur member states went on to publish a summary of the negotiating results, while both sides started the process of legal revision. Meanwhile, the European External Action Service and Merco-sur representatives were negotiating the political dialogue and cooperation part of the Association Agreement, which was completed one year later, on 18 June 2020, and has not been published. The present report is about the latter document, to which the author has been granted confidential access: it scrutinises its content, compares it to previous and similar agreements, analyses its prospects of ratification and impact – with a special focus on Brazil – and assesses its potential to cement a meaningful EU-Mercosur strategic partnership. The study is enriched by direct, off-the-record inter-views as well as public documents and analyses. Twenty years after its foundation, MERCOSUR has failed to meet its declared goals. Far from being a common market and not yet a customs union, it has neither deepened nor (legally) enlarged. All the other regionalist projects in Latin America fare even worse, although they have arguably fostered domestic democracy, economic reforms and more peaceful regional relations. This paper introduces a conceptual toolkit for comparing regional integration, and then applies it to explain the dispersed goals and declining performance of the Latin American experiences. "Este partido duró 100 años porque no lo agarramos antes", decía un dirigente radical en 1991. El gobierno de Raúl Alfonsín había concluido a los tumbos y el peronismo de Carlos Menem parecía imparable. El centenario de la UCR se celebraba en un clima sombrío pero no exento de humor. Sin embargo, lo peor estaba por venir: en 1995 la fórmula presidencial del radicalismo salió tercera. El partido parecía terminado. No lo estaba. En 1999, Fernando de la Rúa ganó las elecciones con la Alianza. ¿Qué más podía suceder? El 2001, claro. Y después, el 2003: la UCR obtuvo el 2 por ciento. El éxito relativo del Mercado Común del Sur (MERCOSUR) es una paradoja para la mayoría de las teorías de integración regional. Esto es así porque, a pesar de carecer de rasgos como niveles significativos de interdependencia previa (factor de demanda) o instituciones regionales importantes (factor de oferta), ha alcanzado progresos remarcables. Para abordar esta paradoja se ha argumentado que la labor del MERCOSUR recae en la diplomacia presidencial. Tal mecanismo es entendido como el recurso para dirigir las negociaciones entre los presidentes nacionales siempre que una decisión crucial ha de ser tomada o un conflicto crítico solventado. Este artículo argumenta que la diplomacia presidencial, entendida como política, la diplomacia de cumbre en oposición a la diplomacia profesional institucionalizada, es insuficiente para tomarse en consideración en el desarrollo de MERCOSUR. A través del análisis empírico de tres episodios críticos, el artículo muestra como las estructuras institucionales, modeladas por el sistema de gobierno de los países miembros, han apoyado intervenciones presidenciales y, por consiguiente, el proceso de integración regional ; The relative success of the Southern Common Market (MERCOSUR) is a puzzle for most theories of regional integration. This is due to its having achieved remarkable progress in spite of lacking features such as significant levels of previous interdependence (demand factor) or major regional institutions (supply factor). To account for this puzzle, it has been claimed that the operation of MERCOSUR rests on presidential diplomacy. Such a mechanism is understood as the resort to direct negotiations between the national presidents whenever a crucial decision has to be made or a critical conflict solved. This article argues that presidential diplomacy—understood as political, summit diplomacy as opposed to institutionalized, professional diplomacy—is insufficient to account for the performance of MERCOSUR. Through the empirical analysis of three critical episodes, the article shows how institutional structures, shaped by the system of government of the member countries, have sustained presidential intervention and, hence, the process of regional integration

In the last two decades, Brazil has emerged as a global actor. Its rise is embodied in such acronyms as BRICS (Btazil, Russia, India, China, South Africa), IBSA (India, Brazil, South Africa), and BASIC (Brazil, South Africa, India, China), which include emerging states from several world regions. Brazil's emergence has been an unintended outcome of its foreign policy, not because the government did not seek international recognition but because it planned to reach it through regional blocs rather than transregional alliances. There are two reasons for this unpredicted result: first, Brazil has been widening the gap with its neighbours; second, the organizations it has created as regional means to global ends have not delivered as expected. This chapter analyses Brazil's regional strategies and the region,s reactions along three dimensions: power struggle (politics), interest coordination (policy), and community building (polity). It shows that most South American neighbours have followed Brazil,s lead only in exchange for material compensation, which has been limited and sporadic, and have either dragged their feet (as in the Common Market of the South (MERCosuR)) or created alternative organizations (such as the Bolivarian Alliance for the Americas (ALBA) or the pacific Alliance) rather than bandwagoning (as in the union of south American Nations (UNASUR)) when there was little on offer.
